Programme Manager – Community Stabilization

About the role

The International Organization for Migration (IOM) is seeking a Programme Manager to lead its Community Stabilization initiative in the Central African Republic. The role will support the Government of CAR in strengthening state presence, improving infrastructure, and fostering social cohesion within recovering communities.

Key responsibilities

• Design, implement and monitor community stabilization activities in coordination with government, civil society and private sector partners.
• Manage project budgets, timelines, and reporting requirements to ensure compliance with IOM and donor standards.
• Facilitate the delivery of essential services and infrastructure improvements that promote resilience.
• Provide technical guidance to field teams and ensure alignment with broader stabilization and migration objectives.

Required profile

• Advanced university degree in international development, public administration, or a related field.
• Minimum 5 years of experience managing humanitarian or development programmes, preferably in conflict‑affected settings.
• Demonstrated ability to work with government authorities, NGOs and private sector stakeholders.
• Strong analytical, reporting and budget management skills.
