Programme Manager – Community Stabilization

About the role

The Programme Manager (Community Stabilization) will report to the Chief of Mission and be accountable for the design, implementation and oversight of community stabilization activities across the Central African Republic. The role includes managing project teams, coordinating with local authorities and partners, and ensuring infrastructure projects are delivered on time, within budget and to quality standards.

Key responsibilities

• Develop and implement strategies, policies and new projects to strengthen community resilience and support stabilization priorities.
• Lead financial, programmatic and operational management of all community stabilization programmes, ensuring compliance with donor agreements and accurate budgeting.
• Oversee procurement, tendering, contract negotiation and quality control for infrastructure works, coordinating closely with engineers and technical staff.
• Prepare and submit regular narrative and financial reports to donors, and represent IOM in UN coordination mechanisms and donor briefings.
• Supervise and mentor project staff, ensuring proper documentation, monitoring, evaluation and knowledge sharing across the mission.

Required profile

• Proven experience managing large‑scale humanitarian or community stabilization programmes.
• Strong financial management and donor reporting skills, with ability to allocate expenditures to specific budget lines.
• Experience coordinating multi‑stakeholder projects, including government, NGOs and private sector partners.
• Ability to lead engineering and infrastructure teams, overseeing tender processes and technical evaluations.
