Country Director / Response Director, Central African Republic

About the role

World Vision is recruiting a Country Director (CRD) for its humanitarian and recovery response in the Central African Republic, based in Bangui. The role provides overall leadership and oversight of the response, ensuring programmes are timely, effective, compliant, secure and adequately resourced. As the senior leader and principal representative, the CRD works with government authorities, donors, UN agencies, NGOs and church partners to coordinate efforts, mobilise resources and advance recovery outcomes in line with World Vision's Child Well-Being objectives.

Key responsibilities

• Strategic leadership: lead response design, implementation, monitoring, review and adaptation, emergency preparedness and contingency planning, and operational agreements with authorities, donors and partners.
• Grant management: chair grant performance reviews, ensure timely narrative and financial reporting, manage grant risk, compliance and audits, and oversee sub-grants, consortiums and implementing partners.
• Programme quality: ensure compliance with humanitarian standards, safeguarding and donor regulations, and lead monitoring, evaluation, accountability mechanisms, data quality and learning reviews.
• Resource mobilization: lead donor engagement, proposal development, negotiations and grant acquisition, and build relationships with institutional donors and UN agencies.
• Financial management: lead budgeting, forecasting and resource allocation, monitor burn rates, strengthen financial controls and fraud prevention, and oversee procurement, supply chain and cash flow.
• Risk, compliance and governance: lead enterprise risk management, maintain the risk register, coordinate audits and compliance reviews, and provide risk and compliance advice to senior leadership.
