Programme Manager (Community Stabilization)

About the role

The International Organization for Migration (IOM) is seeking a Programme Manager to lead its Community Stabilization initiative in the Central African Republic. The role supports the Government of the Central African Republic in extending state presence, improving infrastructure, delivering essential services, and fostering social cohesion in host and return communities.

Key responsibilities

• Design, implement and oversee the Community Stabilization programme in alignment with the CAR National Development Plan, the National Durable Solutions Strategy and the UN Sustainable Development Cooperation Framework.
• Coordinate with national and local authorities, civil society, private sector partners and donor agencies to ensure timely delivery of infrastructure and service interventions.
• Manage programme budgets, procurement processes and financial reporting in accordance with IOM and donor requirements.
• Monitor programme performance, conduct evaluations and produce analytical reports for senior management and stakeholders.
• Facilitate community engagement activities that promote social cohesion and durable solutions for displaced populations.

Required profile

• Advanced university degree in International Development, Humanitarian Affairs, Public Administration or a related field.
• Significant experience managing multi‑sectoral programmes in conflict‑affected or post‑conflict settings.
• Strong understanding of migration management, durable solutions and development planning.
• Proven ability to work with diverse stakeholders, including government, NGOs and private sector partners.
• Fluency in English; knowledge of French is an asset.
