Programme Manager – Community Stabilization

About the role

The Programme Manager (Community Stabilization) will lead IOM's efforts to support stability, state presence and community resilience in the Central African Republic. Reporting to the Chief of Mission and working closely with the Regional Office in Dakar and Headquarters in Geneva, the role oversees the design, implementation and evaluation of community‑stabilisation projects.

Key responsibilities

• Develop, manage and monitor all community‑stabilisation activities, ensuring they meet quality standards, timelines and budgets.
• Supervise project managers and coordinate with heads of sub‑offices, local authorities and partners to align project delivery.
• Oversee infrastructure projects, including Immigration and Border Management, from needs assessment through procurement, tendering, vendor selection, implementation and technical evaluation.
• Provide quality control, reporting and technical guidance across the programme portfolio.

Required profile

• Master’s degree in International Relations, Engineering, Development Studies, Planning, or related field with at least seven years of relevant experience (or university degree with nine years).
• Proven experience in project development, implementation, monitoring and evaluation, especially in post‑conflict or migration settings.
• Demonstrated ability to liaise with governmental authorities and international institutions; experience in West or Central Africa is an asset.
• Strong analytical, planning and people‑management capabilities, with excellent written and oral communication in English and French.
