MEAL Officer (P-2) – Fixed‑term

About the role

The International Organization for Migration (IOM) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer (P‑2) to support its expanding operations in the Central African Republic. The officer will contribute to the design, implementation and quality assurance of MEAL activities across multi‑sectoral programmes.

Key responsibilities

• Develop and implement monitoring and evaluation frameworks aligned with IOM strategic objectives.
• Collect, analyse and report on programme data to assess performance, impact and compliance.
• Ensure accountability mechanisms are in place, including feedback and grievance handling systems.
• Facilitate learning by documenting best practices, lessons learned and disseminating findings to stakeholders.
• Support coordination with government, UN agencies, NGOs and other partners on MEAL matters.

Required profile

• Advanced university degree in social sciences, international development, public health or a related field.
• Minimum 5 years of professional experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Demonstrated experience working in conflict‑affected settings, preferably in Central Africa.
• Strong analytical and report‑writing abilities.

Required skills

• Proficiency in designing MEAL tools and methodologies.
• Experience with data collection, management and analysis.
• Knowledge of international humanitarian standards (e.g., SPHERE, Core Humanitarian Standard).
