About the role

The Army Fellows Program offers a fast‑track, developmental career path as a civilian employee of the U.S. Army. Fellows receive paid training, certifications, and rotational assignments while earning a competitive salary with no military service obligation.

Key responsibilities

  • Utilize a broad range of human resources practices, regulations, and precedents to provide advisory and technical HR services.
  • Serve as the first point of contact for employees and supervisors on routine labor management and employee relations matters.
  • Assist senior specialists by gathering, organizing, and analyzing documentation for basic employee‑relations cases such as performance issues, attendance problems, and minor misconduct.
  • Conduct negotiations, mediation, interest‑based bargaining, and other problem‑solving techniques to resolve workplace issues.
  • Receive, log, and perform initial administrative reviews of formal and informal grievances, unfair labor practice charges, and labor relations requests.

Required profile

  • Recent graduate (degree awarded within the past two years, or within four years for those with prior uniformed service).
  • At least one year of specialized experience interpreting human‑resources regulations and providing advice.
  • Relevant paid or unpaid experience, including volunteer work through programs such as Peace Corps or AmeriCorps.
  • Clear resume detailing education and qualifying experience.

  • Interpretation of HR regulations and policies.
  • Employee‑relations case handling.
  • Negotiation, mediation, and interest‑based bargaining techniques.
  • Grievance and unfair‑labor‑practice review.
