Senior Officer – Socio-Economic Empowerment (Strategy & Design)

About the role

The Senior Officer, Socio‑Economic Empowerment will lead the design, contextualisation and monitoring of entrepreneurship and livelihood strategies for Community Health Workers (CHWs) under the SECURE programme in the Central African Republic. Reporting to the IFRC team, the incumbent will ensure that business training, seed‑grant mechanisms and market integration activities are aligned with the programme’s health‑ecosystem and community‑resilience objectives.

Key responsibilities

• Develop and adapt inclusive business training curricula for CHWs.
• Design and manage milestone‑based seed‑grant disbursement processes.
• Strengthen financial‑inclusion pathways and facilitate CHW integration into local and regional markets.
• Coordinate a comprehensive package of entrepreneurship interventions across the SECURE programme.
• Build institutional and community capacity for sustainable micro‑enterprise development.
• Monitor and report on the impact of socio‑economic empowerment activities.
• Collaborate with IFRC health, protection and resilience teams to ensure coherence with broader programme goals.

Required profile

• Advanced degree in economics, business development, public health or a related field.
• Minimum 5 years experience designing and implementing livelihood or entrepreneurship programmes in humanitarian contexts.
• Demonstrated experience working with community health workers or similar frontline health cadres.
• Strong understanding of financial inclusion, micro‑enterprise development and market analysis.
• Excellent analytical, reporting and stakeholder‑engagement skills.
