Senior Transport Legal Reform Expert

About the role

NTU International is seeking a Senior Transport Legal Reform Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on strengthening sustainable, smart, and resilient mobility systems across the ECOWAS region by harmonising transport‑related legal and regulatory frameworks.

Key responsibilities

• Review, draft, and harmonise transport laws, regulations, and institutional frameworks.
• Provide legal assistance on road transport governance, axle‑load control, road‑maintenance financing, and corridor management.
• Support development and implementation of ECOWAS transport legal instruments, supplementary acts, and regional agreements.
• Advise ECOWAS institutions and Member States on regulatory alignment and legal harmonisation initiatives.
• Contribute to legal analyses, regulatory assessments, policy papers, and technical reports.
• Coordinate with ECOWAS bodies, national authorities, legal experts, and development partners.
• Deliver workshops, consultations, and capacity‑building activities on transport legal frameworks.
• Monitor, report, and review legal reform activities.

Required profile

• Master’s degree in law, transport law, public policy, international law or a related field.
• Minimum 10 years of professional experience in legal and regulatory reform, public‑sector governance, or transport sector legislation.
• At least 7 years of experience drafting, reviewing, or implementing transport‑related legislation or institutional reforms.
• Proven experience with infrastructure, transport, or regional integration projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
