Senior Road Asset Management Expert

About the role

The Senior Road Asset Management Expert will support NTU International’s EU‑funded technical assistance to ECOWAS, helping to build climate‑resilient, data‑driven road asset management systems across West Africa. The role combines technical guidance, capacity building and coordination with regional institutions.

Key responsibilities

• Develop and strengthen road asset management systems and maintenance planning frameworks.
• Provide technical assistance on lifecycle asset management, maintenance prioritisation and performance monitoring.
• Support implementation of Road Management Systems (RMS) and related digital tools.
• Conduct technical assessments of road conditions and maintenance needs.
• Harmonise road and bridge design, maintenance and asset management standards across the ECOWAS region.
• Promote climate‑resilient and environmentally sustainable asset management practices.
• Develop maintenance strategies, asset inventories and investment planning tools.
• Coordinate with ECOWAS institutions, national road agencies and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and analytical outputs on infrastructure performance.

Required profile

• Master’s degree in civil engineering, transport infrastructure, pavement engineering, infrastructure asset management or related field.
• At least 10 years of professional experience in road infrastructure management, road maintenance or transport engineering.
• Proven experience on transport projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• Minimum 7 years of experience with road asset management systems, maintenance planning or infrastructure management.
