Program Manager II – Emergency Response (OCHA)

About the role
The Program Manager II will lead the technical oversight and implementation of a large multisectoral emergency response project funded by OCHA/CBPF in the Central African Republic. Reporting to the Head of Programming, the role ensures high‑quality programming in food security, WASH and protection while managing consortium partners and complying with donor requirements.
Key responsibilities
- Provide management, guidance and technical oversight for all emergency response projects, ensuring alignment with CRS quality principles, donor guidelines and best practices.
- Supervise and develop emergency response staff, including performance management, coaching and well‑being support.
- Lead program learning, research and knowledge‑management activities, disseminating lessons learned and integrating innovations.
- Support fundraising by serving as technical lead on proposals, contributing to budgeting, staffing plans and donor compliance.
- Oversee technical assistance and capacity‑strengthening for Food Security, WASH and Protection partners.
- Ensure timely and appropriate project expenditures and stewardship of material resources.
Required profile
- Bachelor’s degree in International Development, International Relations, WASH, Protection or Food Security (or equivalent experience).
- Minimum 5 years of field‑based project management experience, with at least 3 years in emergency response.
- Experience managing moderately complex OCHA/CBPF projects and working closely with local partners.
Required skills
- MEAL (Monitoring, Evaluation, Accountability, Learning) expertise.
- Proficiency with MS Windows and MS Office suite (Excel, Word, PowerPoint) and web‑conferencing tools.
- Grant management experience, including design and reporting for multiple public donors (e.g., USAID).
- High‑quality technical proposal writing.
