Program Manager II – Emergency Response (Food Security, WASH, Protection)

About the role

The Program Manager II will lead a large multisectoral emergency response project funded by OCHA/CBPF in the Central African Republic. The role ensures high‑quality programming in food security, WASH and protection, while overseeing consortium partners and complying with donor and CRS standards.

Key responsibilities

• Provide technical oversight and management of the multisectoral emergency response throughout the project cycle.
• Supervise and coach staff, manage team dynamics, and conduct performance management for direct reports.
• Lead program learning, research, and dissemination of best practices and innovations.
• Develop high‑quality technical proposals, contribute to budgeting and staffing plans, and pursue new funding opportunities.
• Oversee technical assistance, capacity strengthening, and partnership development in food security, WASH and protection.

Required profile

• Bachelor’s degree in International Development, International Relations, WASH, Protection or Food Security (Master’s preferred).
• Minimum 5 years of field‑based project management experience, with at least 3 years in emergency response.
• Experience managing OCHA/CBPF projects and working closely with local partner organizations.
• Fluent in French and English; willingness to travel up to 50%.

Required skills

• MEAL (Monitoring, Evaluation, Accountability, Learning) expertise.
• Proficiency with MS Windows and MS Office suite (Excel, Word, PowerPoint).
• Use of web‑conferencing applications and information management systems.
• Project grants management, including design and reporting for multiple public donors.
• Technical proposal writing and strong analytical/problem‑solving abilities.
