Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will support policy dialogue, institutional partnerships and knowledge exchange across the African space ecosystem.

Key responsibilities

• Develop and operationalise a comprehensive MEL framework, including indicators, baselines, data‑collection protocols and impact‑assessment methods.
• Lead the collection, consolidation and analysis of evidence across multiple donors and partners.
• Provide technical guidance on results‑based management and applied data analysis to inform programme decisions.
• Support the preparation of monitoring reports and learning materials for stakeholders.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
