Humanitarian Affairs Officer / Programme Officer (P-3)

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer / Programme Officer (P-3) to support the management and oversight of the Central African Humanitarian Fund (CAR HF) in Bangui, Central African Republic. Reporting to the Head of Office and the Head of the Humanitarian Financing Unit, the incumbent will help ensure effective delivery of humanitarian financing aligned with national and international priorities.

Key responsibilities

• Support and advise on the overall management of the Country‑Based Pooled Fund (CBPF) and the Central Emergency Response Fund (CERF) in line with humanitarian priorities.
• Administer fund processes, liaise with OCHA HQ sections, and implement standardized policies.
• Supervise fund‑related monitoring officers and manage allocation procedures with clusters, NGOs, UN partners, and other stakeholders.
• Conduct field visits to promote fund knowledge, monitor project progress, and ensure compliance with terms of reference.
• Provide communication and technical support to recipient organisations throughout project lifecycles.

Required profile

• Experience in humanitarian financing or fund management within an UN or similar environment.
• Ability to coordinate with multiple partners, including NGOs, UN agencies, and government entities.
• Strong analytical and reporting skills to track fund performance and outcomes.
